Jackie Briscoe Young Jackie Young, age 85, a resident of Chillicothe, Missouri, passed away on Thursday, December 20, 2012, at Livingston Manor, Chillicothe, Missouri. Jackie was born on April 19, 1927, in Foley, Missouri. He was raised by his grandparents. He lived in Marshall, Missouri form 1939 until 1962. He also lived in Elsberry, Moberly, and Marceline until he came to Chillicothe in 1981 to live in the new Jenkins Home for Boys. On July 31, 1992, he was united in marriage to Peggy Johns at the United Methodist Church, Chillicothe, Missouri. She preceded him in death on June 12, 2008. Jackie and Peggy enjoyed doing many things together. They became self-advocates with the Department of Mental Health and enjoyed going to the State Certification Meeting at Columbia and Jefferson City. They helped develop certification principles for the Department that are still being followed today. They wrote a letter to then State Rep Jewel Patek asking that the term "retardation" be taken out of Mental Health Principles and the word "disability" be used instead. That was later enacted into law. Jackie worked at many jobs in his lifetime including the pallet shop at Hope Haven Industries from 1981 until 2001. He was always known as a very hard and dependable worker. He was a loving, devoted husband and missed Peggy very much. He is now joyfully reunited with her in heaven.
