Debra was born the daughter of Wayman and Pauliana Mescher on November 1, 1954, in Rock Island, Illinois. She was a 1972 graduate of Rock Island High School.
Survivors include two daughters, Rose Miller of Darlington, South Carolina, and Chris Phifer of Peoria, Illinois; three grandchildren; one brother; one sister; and significant other, Edmond Bradley of the home. She was preceded in death by her parents.
